Imagine a government department hires a contractor to repair a road. The department has to pay the contractor for the work, but before making the payment, it deducts a small amount as GST TDS. Now, where does this deducted tax go, and how does the government keep a record of it?
This is where Form GSTR-7 comes in. It helps the government department report the tax deducted and ensures that the supplier gets credit for the deducted amount in their electronic cash ledger.

Form GSTR-7, also known as the GST TDS Return, is a monthly return filed by registered persons who are required to deduct Tax Deducted at Source (TDS) under GST.
In simple words, when certain government departments or notified organisations make payments to suppliers, they must deduct a small amount of GST as TDS. They report this deducted amount to the government through Form GSTR-7.
This return helps the government track the tax deducted and ensures that the supplier receives the TDS credit in their electronic cash ledger after validation.
Form GSTR-7 must be filed by persons or organisations that are required to deduct GST TDS. These generally include:
Important: These persons must obtain GST registration as TDS deductors, even if their turnover is below the normal GST registration limit. They generally apply for a separate TDS registration using Form GST REG-07.
GST TDS is not deducted from every supplier payment. It applies only when the following conditions are met:
Where a contract includes both taxable and exempt supplies, GST TDS is calculated on the taxable supply value. The taxable value must exceed ₹2.5 lakh for deduction to apply.
The GST TDS rate is generally 2% for qualifying intra-state supplies.

Suppose a government department in Haryana enters into a contract worth ₹3 lakh (excluding GST) with a supplier.
The department deducts ₹6,000 from the supplier's payment and reports it through GSTR-7.
This deduction is applicable if the supplier's location and place of supply are both in Haryana and the other conditions are satisfied.
GST TDS is not deducted in the following situations:
These conditions explain why GST TDS is deducted in some supplier payments but not in others.
The due date for filing Form GSTR-7 is the 10th day of the month following the month in which GST TDS is deducted.
For example:
The deducted tax must also be paid to the government within 10 days after the end of the month in which it was deducted.
No, if a deductor has not deducted any GST TDS during a particular month, they do not need to file a nil GSTR-7 return for that month.
For example: if no GST TDS is deducted in October 2026, the deductor does not need to file GSTR-7 for October.
Form GSTR-7 is filed online through the official GST portal. Follow these simple steps:
After successful filing, an Application Reference Number (ARN) is generated as proof of filing.
